IMG trainees currently enrolled in a postgraduate medical education program in the United States are eligible only if they passed the Medical Council of Canada Evaluating Examination (MCCEE) and have satisfactorily completed at least one year of the program.
International Resident Electives − Applicants currently enrolled in a residency program outside Canada or the US with a confirmed international resident elective appointment at an Ontario medical school must call 416-967-2617 to confirm eligibility and obtain a customized application package.

Independent Practice Application − 2013 Final Year Residents in Ontario 
Application for residents in their final year of residency at an Ontario medical school scheduled to take the 2013 College of Family Physicians of Canada (CFPC) or the Royal College of Physicians and Surgeons of Canada (RCPSC) certification examination will be available in April 2013.
Holders of Full Unrestricted Undefined Licence
Use this application only if you currently hold a full unrestricted undefined licence to practice in another Canadian province or territory (except Nunavut*) that is equivalent to an Independent Practice certificate of registration in Ontario. This application is reviewed and processed under the provisions in the Ontario Regulated Health Professions Act relating to the Agreement on Internal Trade (AIT). The application process involves an in-depth review of a current certificate of registration in another province/territory and should it be determined candidate’s certificate of registration is in any way defined or restricted, it will require review by the College’s Registration Committee.
Do not use this application if you hold a full or other type of licence in Canada that is in any way defined or limited by scope, location, term, specialty, field of practice, etc.
Holders of Defined, Provisional or Special (or similar) Licence
Use this application if you currently hold in another Canadian province or territory (except Nunavut*) a full licence with defined practice or any other type of licence that is provisional, special, or limited in any way by scope, location, term, specialty, field of practice, etc. All applications under this category are processed under the provisions in the Ontario Regulated Health Professions Act relating to the Agreement on Internal Trade (AIT) and require review by the College's Registration Committee for decision on whether to approve the application and impose terms, conditions and limitations equivalent to those on the out-of-province licence.

Pathway 1
Application for physicians with a Canadian medical degree and postgraduate training without RCPSC or CFPC certification and at least five years of continuous independent practice in Canada or the US. Leads to independent practice in Ontario without the usual requirement for certification by RCPSC or CFPC. Requires a period of supervised practice followed by successful completion of practice assessment.
Pathway 2
Application for international medical graduates with Canadian postgraduate training without RCPSC or CFPC certification and at least five years of continuous independent practice in Canada. Leads to independent practice in Ontario without the usual requirement for certification by RCPSC or CFPC. Requires a period of supervised practice followed by successful completion of practice assessment.
Pathway 3
Application for Canadian or US medical school graduates with US postgraduate training and certification. Leads to independent practice in Ontario without the usual requirement for certification by RCPSC or CFPC. Requires a period of supervised practice followed by successful completion of practice assessment.
Pathway 4
Application for international medical graduates with US postgraduate training and certification. Leads to independent practice in Ontario without the usual requirement for certification by RCPSC or CFPC. Requires a period of supervised practice followed by successful completion of practice assessment.

Applicants' Access to Registration Application Documents
Applicants for registration with the College may access documents relevant to their application for registration, in accordance with the procedures and restrictions set out in this policy.
How to Access Copies of your Application Documents
- Send written request to Inquiries, Applications and Credentials Department, with payment of applicable fee.
- Specify the particular documents you wish to be copied from your application file.
- Allow 10 to 15 business days for processing your request.
Copying Fee
$10.00 fee applies to every request of ten pages or less.
$1.00 per page for requests exceeding ten pages.
Payment of fee must be submitted with your request.

Payment may also be made by cheque, money order or bank draft.
Copies will be stamped “copy” and sent to you by regular mail. For faster delivery by “Xpress Canada Post” include additional payment of $10.00 with your request.
Restrictions
The provision of documents is subject to the following conditions and qualifications:
- Requests for documents must be made by the applicant directly, and access will be provided only to the applicant (or legally authorized representative). The College will not fulfill requests made by third parties.
- The Registrar retains the discretion to refuse to give an applicant anything that may, in the Registrar’s opinion, jeopardize the safety of any person.
- The College will not grant the request if, at the time of request, the application has terminated, whether by withdrawal or refusal of application, or by granting of registration.
Appeals to HPARB: In the event of an appeal to the Health Professions and Appeal Board, the applicant will receive a complete copy of the record that is before the Registration Committee.

- Documents or information destroyed or deleted in accordance with the College’s record retention policies cannot be provided. The College has long-term retention only of the primary documents from registration applications, such retention being 50 years following expiry of the member’s registration.
Note
- The College does not waive privilege over documents contained in an applicant’s file. The College will not disclose documents which are subject to any privilege recognized in law.
- The College will not provide access to documents if prohibited by law or by order of a court or tribunal.
- The College reserves the right to limit the quantity of copies provided.
Applications Requiring Registration Committee Review
All applicants whose applications require review by the Registration Committee are provided a complete copy of all the documents from their registration file that will be reviewed by the Registration Committee. These copies are provided to the applicant free of charge.
- Where originals of documents are specifically required, the College will retain the originals but will provide copies on applicant’s request.
- Where originals of documents are submitted for requirements where only copies are required, the College will return the originals to the applicant.
