Discipline Committee Decisions

Dr. William G. Weaver, Dr. Magdy G.A. Salama, Dr. Emad El-Din Amer

The College of Physicians and Surgeons of Ontario (“the College”) released the results of its most recent disciplinary hearings. The College is the licensing and disciplinary body for physicians in Ontario. Hearings are held to review allegations of professional misconduct and incompetence, and are open to the public. The following are brief summaries of recent discipline hearing results. The Discipline Committee’s full decisions and reasons for decisions are posted on the College’s website as they become available. Dr. William G. Weaver, (no practice address). On September 22, 2011, the Discipline Committee found that Dr. Weaver committed an act of professional misconduct, in that he engaged in disgraceful, dishonourable or unprofessional conduct. The Committee determined that Dr. Weaver engaged in a sexual relationship with a vulnerable patient within one day of the termination of the doctor-patient relationship. The penalty hearing is scheduled to occur on January 9, 2012.

Dr. Magdy G.A. Salama, Toronto. On October 14, 2011, the Discipline Committee found that Dr. Salama committed an act of professional misconduct, in that he failed to maintain the standard of practice of the profession in conducting research.

The Committee ordered a public reprimand and directed that the following specified terms and conditions be imposed on Dr. Salama’s certificate of registration:

  1. he shall not participate in any research studies or activities of any kind at any time; and
  2. he shall, at his own expense, participate in and successfully complete an education program in medical ethics and informed consent organized and approved by the College.

In addition, Dr. Salama was ordered to pay costs to the College in the amount of $3,650 and the results of the proceeding are to be included in the College’s public register.

Dr. Emad El-Din Amer, Mississauga. On October 26, 2011, the Discipline Committee found that Dr. Amer committed an act of professional misconduct, in that he engaged in disgraceful, dishonourable or unprofessional conduct.

In 2008, Dr. Amer became involved in a confrontation with members of the Credit Valley Hospital's security staff when he was unable to access his belongings from the doctors' lounge. He banged forcefully at the security office door, breaking the security office's door frame. When the door was opened, Dr. Amer entered the office. His actions were captured on a video recording. Staff report that they felt intimidated by Dr. Amer's inappropriate words and actions while in the security office.

The Committee ordered a public reprimand and Dr. Amer is to pay costs to the College in the amount of $3,650.
